9.1. Introduction
As explai ned in Chapters 3 and 4, Colombia does not have a prop er system to
identify pos sible skill mismatc hes (skill shortages), hence educat ion and train-
ing providers ex perience diff‌iculties in training people according to cur rent
employer require ments. As a potential solution to t his issue, Chapters 7 and 8
have demonstrated t hat job portals are r ich sources of representa tive informa-
tion for the ana lysis of a considerable segment of t he Colombian labour demand
(job openings). The systematic collection and depuration of this information
via web scraping a nd text mining, among other techniques, provide (at a low
cost) valuable infor mation about ski ll requirements that employers dem and,
and the str ucture and trends of this labour demand . Consequently, this novel
source of vacancy i nformation is useful for reduci ng imperfect in formation
issues and, more s pecif‌ically, for tack ling two main i ssues in the Colombian
labour marke t: unemployment and informa lity. Thus, this chapter shows how
the vacancy dat abase, along with household sur vey information, can be us ed
as a tool to address t he labour market issues mentioned above.
Given that the occ upational struct ure of the database, as we ll as seasonal
and other vacanc y information trend s are broadly consistent w ith results from
off‌icial su rveys, this ind icates three advantages of t he vacancy database. Fi rst,
the vacancy dat abase can be used to descr ibe the main char acteristics of unmet
labour demand (e.g. occu pational struct ure, wages, educational r equirements,
etc.), as well as its str ucture and change s over time. Vacancy informat ion com-
bined with labour supply information generates the possibility of descr ibing
and compari ng the characteristics of la bour demand and supply in Colombia,
while a descr iptive analysis provides a n understanding of the st ructure of the
Colombian labour ma rket and labour market issues; for exa mple, where pos-
sible or more remark able skill shortage problems occur.

Second, and more im portantly, with the comb ined use of household surve ys
(GEIH) and the vacancy database, a set of macr o-indicators a re proposed to
identify cu rrent skill shor tages. For instance, the ex istence of a skill mism atch is
suggested when t here is an increase in job plac ements for specif‌ic occupation s
or skills a nd, in turn, ther e is an increase in real wa ges. In addition, when there
is an increase i n the unemployment rate and a decline of job placement s and
real wages for a cer tain occupation, these featu res also suggest the exi stence
of a skill mismatch.
Third, a s shown in Chapters 7 a nd 8, vacancy informat ion provides detailed
and updated in formation regarding employe r requirements at a low cost and i n
real time. Sp ecif‌ically, the vacancy in formation provides in sight about new job
titles and sk ills demanded in Colombia; consequently, job portals are a valu-
able source of infor mation to keep occupat ional classif‌ications updated and
monitor composition a nd skill trends by occ upation. With the regu lar updating
of occupational classif‌ications, education and training providers have useful
inputs as a basis for t heir curricul a (according to employer requirement s), and
public policyma kers can identify any bar riers (or lack of skills) that obstruc t
the entrance of people i nto formal economy.
Given these three advantages of the i nformation collected from job por-
tals, thi s chapter discusses how the vacancy d atabase can be used to build
a detection system of skill short ages, and to regu larly update occupat ional
classif‌icat ions according to employer requi rements. The second section of t his
chapter charac terises the labour market (forma lly and informally employed,
as well as unemployed) by educational and occ upational levels from 2016 to
2018. The third section elaborates on a set of macro-indicators— for the f‌irst
time in Colombia— within the vacancy database’s labour demand and supply
informat ion for the identif‌ication of possible sk ill shortages. Fin ally, the fourth
section illus trates how detailed infor mation from vacancies ( job descriptions)
can be used to update occupational cla ssif‌ications (ISCO) and labour force
skills according to employer requirements.
