PRELUDE TO CHANGE:
FUNDACIÓN SOCIAL, 
F S (FS)   change during the -
years. Yet its overall mission, as examined in chapters that follow, remained essen-
tially the same from the start of operations one hundred years ago: contribute to
mitigating the structural causes of poverty in Colombia and promote a fairer, more
humane and prosperous society. Change implemented following  evolved
essentially from two developments: rst, widespread reforms made in Colom-
bia’s economic and commercial policy, already outlined in the Introduction. e
new rules altered as well the local business context and competitive conditions
in the country’s nancial system, where FS had become a signicant player; and
second, outcomes of FS policies implemented prior to , including the trans-
fer of assets held by the original Workers’ Circle to an independent foundation,
gradually loosening formal ties with the Jesuit Order that eventually came to
an end.
is chapter provides a glimpse of FS during its rst seven decades, portray-
ing developments during a prelude period that, in some sense, shaped the future
of FS. First it describes conditions prevailing in Colombia at the time FS was
founded.
