El Presidente de la República de Colombia, en ejercicio de las facultades constitucionales y legales, en especial la que le confiere el artículo 86 del Estatuto Orgánico del Presupuesto, y
CONSIDERANDO:
Que el Gobierno Nacional expidió el que en su artículo 90 dispuso que deberán hacerse los ajustes presupuestales necesarios para que las apropiaciones correspondientes a las Superintendencias Bancaria de Colombia y de Valores se trasladen a la Superintendencia Financiera de Colombia;
Que mediante la Ley 921 de diciembre 23 de 2004, se decretó el Presupuesto de Rentas y Recursos de Capital y Ley de Apropiaciones para la vigencia fiscal del 1° de enero al 31 de diciembre de 2005, y mediante el Decreto 4365 del 23 de diciembre de 2004 se liquidó el Presupuesto General de la Nación para la vigencia fiscal de 2005, se detallaron las apropiaciones y se clasificaron y definieron los gastos;
Que el artículo 352 de la Constitución Política le otorga a la Ley Orgánica del Presupuesto la facultad de regular lo concerniente a la programación, aprobación, modificación y ejecución del Presupuesto General de la Nación;
