Introduction
Colombia has a considerable amount of mineral resources which have
been exploited since colonial times. The extraction of minerals used

have changed.2
The growth of mining operations in Colombia has accelerated
due to recent policies of the former and current governments. These
policies include the positioning of Colombia as a major player in the
territorial division of labour and the exportation of natural resources
through direct investment of foreign capital. The mining potential of
the country, as well as its vast amount of mineral reserves, like gold
and coal, have turned Colombia into a mining destination for foreign
companies.3
In fact, in the National Development Plan 2010-2014, entitled
Prosperity for All: more jobs, less poverty and more security, the
 

economically. Such assets are referred to in the Development Plan
