Abstract
This chapter attempts to interpret the position of Guardiola-Rivera1 in relation
to the dichotomy structure-agency by rst describing the emergence of
the individualist security State in a Neoliberal context in Latin America. The
document also examines the emergence and resistance of agency in this
particular region of the world, and then, nally, it provides a clear interpretation
of the agency of Guardiola-Rivera based in relationships of Objective and
Subjective recursivity supported with the theory of Agency of Habermas based
on relationships of mutual recognition. The central argument of this chapter is
that objective and subjective recursive relationships of the external world oer
a new procedure with core processes that will allow us to discuss the type of
society we want to build.

Resumen
Este documento intenta interpretar la perspectiva de Guardiola-Rivera en
relación con la dicotomía estructura-agencia, describiendo, primero, el
surgimiento del Estado de seguridad individualista en un contexto neoliberal
en América Latina. En el documento también se examina el surgimiento y la
resistencia de la agencia en esta región, y luego, nalmente, proporciona una
interpretación clara de la agencia de Guardiola-Rivera basada en relaciones
de recursividad objetiva y subjetiva apoyada en la teoría de Habermas, que se
basa en las relaciones de reconocimiento mutuo. El argumento central de este
artículo es que las relaciones objetivas y subjetivas del mundo externo ofrecen
un nuevo procedimiento con procesos centrales, que nos permitirán analizar
el tipo de sociedad que queremos construir.
