CONCLUSIONS
e context analysis work carried out for the construction of an institutional memory allows proling
certain fundamental conclusions, which must be broken down into various components, based on their
meaning and scope.
First, as set out in the introduction, the exercise carried out constitutes a rst complex, rigorous
and all-encompassing attempt to establish a route, a methodology, a way of addressing the context of the
non-international armed conict faced in Colombia. From the social sciences, we suggest understanding
the Colombian case as a complex protracted conict system (SCPC), where not only armed groups and
state forces are involved, but also involves civilians in a system of violence.
As evidenced in its development, the text suggests an approach and a methodological proposal that
seeks to capture the complexity of agents and their interconnections, as well as the targets and strategies,
which are expressed at various levels. To such end, this includes variables associated with the structural
extent (physical, environmental, geographical, economic and political conditions), as well as the dynamic
aspects, focusing our approach on strategies of action and the interactions among system actors. e four
regional reports are, each one with its particularities, and according with the emphasis of their respective
authors, a relatively homogeneous approach to the references and core guidelines.
e international and national context, which gives rise to the longest chapter, intends to approach
the elements of the external structure that delimits and denes the subsystems expressed in the region. To
such end, a periodization proposal is addressed, based on critical situations that are continuously tracked,
but exceeds, the reading based on presidential terms. is exercise, simple and useful, can frame the con-
ict according to the particularities of each period, without becoming a straitjacket, on the one hand, and
on the other, prevents the periodization of conict from being analyzed autonomously in an impossible
divorce between war and politics.
At the national level, although the methodology is not followed to the letter, the presentation of
national actors, connections, interactions and structural conditions at the economic, political and ins-
titutional level, the provision of elements to understand the relationship between the national level and
the local, sub-regional and departmental realities. Likewise, the text still addresses all of the issues that
represent the context and tries to establish relationships between structure and agent, noting in each case
moments of convergence and divergence, as well as questions arising from the diculty of establishing
lasting, stable and credible causalities over time.
However, the eort to rebuild such an extensive period became a challenge when trying to make
