1. Introduction
This book provides an introduction to the structure of the International
Court of Justice –ICJ– and continues with a survey of the development, ju-
risdiction and composition of the Court starting with the evolution from the
Permanent Court of International Justice –PCIJ– to the ICJ. The judicial
organ of the League of Nations was known as the Permanent Court of Inter-
national Justice. Following the failure of the League of Nations participants
at the founding conference for the United Nations –UN, the Dumbarton
Oaks Conference, wished to draw a direct judicial connection between the
League of Nations and the new UN. Thus it was believed that the Statute
of the new Tribunal would become an integral part of the UN Charter and
that State members of the UN would be ipso facto part of the Statute.1 At
Dumbarton Oaks it was determined that the International Court of Justice
–ICJ– would be the principal judicial organ of the United Nations and as
such this was given expression in Article 92 of the Charter. The Court’s seat
