As has been mentioned, the Court has, in addition to its contentious procee-
dings function, a consultative function (AO). In accordance with Articles
96 of the Charter and 65 of the Statute of the ICJ, “The Court may give an
advisory opinion on any legal question…” Article 96 of the Charter expressly
states that the General Assembly (GA) and the Security Council (SC) are the
bodies which may formulate questions for the ICJ. The Charter also provides,
however, that the GA may authorize other organs of the United Nations or
specialized agencies may seek consultative opinions from the Court110. It is
clear that States may not seek advisory opinions, but have access to the ICJ.
