3. Structure of the Court
This is a crucial issue. As Leo Gross argues:
Conf‌idence in the Court, its impartiality and objectivity has been
widely identif‌ied as a crucial factor in the role which it might play in
the changing pattern of international relations11.
It is for this reason that there has been great care taken to ensure the
representation on the court of the greatest number of nationalities and ju-
dicial systems possible. Accordingly we shall examine the composition and,
in general, the structure of the Court.
3.1. Judges: Composition of the Court
The Permanent Court of International Justice was previously composed of
eleven Judges and four Deputy – Judges, however, “in 1936 the post of De-
