3.1. Introduction
Skill m ismatches are a widespr ead phenomenon that have strong impl ications
on unemployment and i nformality rates, a mong other variables (McGui nness
and Pouliakas 2016) (see Chapter 2). Nevertheless, some countries display a
higher incidence of t hese issues, which might have s evere effects on local lab our
outcomes. This chapter presents evidence that Colombia is a country where
the degree of sk ill mismatches (skil l shortages), unemployment, and i nformal-
ity is relatively high. However, public policies that tackle those outcomes are
limited, and, consequently, this makes Colombia a relevant case of study to
develop novel ways to analyse and reduce skill mismatches.
Based on the concepts d iscussed in Chapter 2 , this chapter, f‌irst, prov ides
an overview of the main characteristics of t he Colombian labour ma rket and
its evolution over time. Second, it shows that the issue of skill mismatches
and their possible incidences have a relat ively high impact on t he national
economy, which needs to be addressed by public policies. Subsequently, it
explains t he importance of mainta ining systems with acc urate labour market
information to address these phenomena. Finally, it is arg ued that the lack
of information about skill requirements, toget her with an institutional d isar-
ticulation, especially in Colombia (and other developing countries), makes it
diff‌icu lt to develop well-or ientated public employment policies to deal wit h
the skill shortage phenomenon. For this reason, there is a need to f‌ind novel
solutions to syste matically provide accu rate information and a nalyse employer
requirements and possible skill mismatches.
